NEW DELHI:<\/strong>\u00a0Indian Prime Minister Narendra Modi heads to the United States on Tuesday to meet with President Joe Biden and address Congress, with military and technological ties on the agenda as his hosts seek a regional counter to China.<\/p>\n

The leader of the world\u2019s most populous nation will also receive all the pomp of a state dinner at the White House on Thursday \u2014 only Biden\u2019s third since his inauguration.<\/p>\n

Hailed by New Delhi as a \u201chistoric\u201d chance to \u201cexpand and consolidate\u201d ties, the visit comes at a time of rising concerns on human rights and democratic backsliding under the Hindu nationalist leader.<\/p>\n

But Washington is seeking to boost ties with a potential regional ally to counter an increasingly assertive China.<\/p>\n

Analysts expect landmark announcements in clean energy and strategic technology, including a deal to jointly produce fighter jet engines.<\/p>\n

\u2018Deep alignment\u2019<\/strong><\/p>\n

US Secretary of Defense Lloyd Austin, on a visit to New Delhi earlier this month, announced an \u201cambitious new roadmap for defence industrial cooperation\u201d with India.<\/p>\n

It has been linked to a likely announcement, expected at this week\u2019s summit, of a long-discussed multibillion-dollar plan to co-produce jet engines in India.<\/p>\n

New Delhi has been trying to become less dependent on Russian military hardware by diversifying imports and boosting domestic production.<\/p>\n

With many countries wooing Modi, Washington hopes its co-production and technology offers will help secure a key market.<\/p>\n

Ashok Malik, India head of The Asia Group advisory firm, said US-India ties were defined by \u201cpragmatism and deep alignment at the government level\u201d, with \u201cvery strong\u201d economic and business links.<\/p>\n

India is important as \u201ca growing power\u201d in a region \u201cwhere China is becoming unusually assertive\u201d, New Delhi-based Malik told\u00a0AFP<\/em>.<\/p>\n

After a deadly clash with China along their disputed Himalayan border in 2020, India rapidly expanded its Washington ties and is already part of the Quad grouping alongside Australia, the United States and Japan.<\/p>\n

\u2018Contrasting personalities\u2019<\/strong><\/p>\n

India\u2019s huge market and potential as an alternative to China-dependent supply chains make it attractive, but its ties with Moscow remain an irritant for Washington.<\/p>\n

New Delhi has not condemned Moscow\u2019s invasion of Ukraine and has ratcheted up its oil imports from Russia.<\/p>\n

Donald Camp, a fellow at the Center for Strategic and International Studies in Washington, said that while the United States will push India for \u201csome further action\u201d on Russia, it \u201chas not seemed to be a huge impediment in the development of the (US-India) relationship over the last year or so\u201d.<\/p>\n

Modi will also meet Secretary of State Antony Blinken \u2014 who on Sunday visited Beijing on the highest-level trip by a US official in nearly five years.<\/p>\n

Kicking off his US trip on Wednesday with a mass yoga demonstration at the UN headquarters in New York, Modi will also meet top US CEOs to make a fresh investment pitch before India\u2019s national elections next year.<\/p>\n

Samir Saran, president of New Delhi-based think tank the Observer Research Foundation, said that \u201cdespite the very contrasting personalities of the two leaders\u201d, the Biden-Modi summit was expected to result in tighter ties.<\/p>\n

An initiative on emerging technologies announced by the two countries last year \u201chas the potential to shape this century\u2019s geopolitics and technology landscapes\u201d, Saran told\u00a0AFP<\/em>.<\/p>\n

Saran said he expected the \u201ctwo democracies to collaborate in securing global technology infrastructure, set governance standards, and counter techno-authoritarianism\u201d in fields such as quantum computing, artificial intelligence, and robotics.<\/p>\n
